Dormers and roof work
Planning and the Party Wall Act part company here. A dormer can need planning, or fall under permitted development, and still be either inside or outside the Act.

Look at the party line
If the new structure loads or cuts the wall you share, treat it as a possible party structure notice and upload the section. If the work is wholly on your roof slope and clear of the party wall, say that, and still expect a person to look before anyone tells you the Act does not apply.
