My neighbour has not replied
If the response period appears to have passed with no answer, the next step is a human review of what was served, on whom, and how.

Check the service before you assume silence
A notice sent to the wrong flat, or only by a text, may not have been served at all. Proof of postage, a signed note, or an email receipt belongs on the file before anyone talks about the next statutory request.
The Act describes a further request and, after that, a way for a surveyor to be appointed for a silent owner. Those steps are timed. They are not buttons on this website.
What you should not do
Do not start the notifiable work because the neighbour is away. Do not write to them as if dissent would be unreasonable. A calm, recorded chase by the case desk is the ordinary path.
