Urgent preparation is a faster human review, shown from a higher fee. It is not a promise to compress a statutory period.

What can be sped up
Reading the drawings, naming the owners, drafting and getting professional approval can sometimes be done inside a few working days if the information is complete.
The month or two months that a notice generally has to run cannot be deleted because the builder is booked. If the start date sits inside that period, the programme has to move, or a reviewer has to tell you the file is already late.
Work already started
That is a different urgent file. Say so in the first line. A standard notice may not put the project back in order.
