Many jobs go better when the neighbour has seen a drawing before a formal letter arrives. The conversation does not start the statutory clock, and it does not replace service.

A calm sequence
Show the current drawing. Say, in ordinary words, what might affect their side. Then let the notice, if one is needed, do the formal job. Do not ask them to “sign something so we can start on Monday” if the notice period has not been considered.
