What a dissent is
It is a normal step. It is not a quarrel you have to justify on a form, and it is not an invitation for this website to appoint a surveyor for you.

What happens next, in outline
The owners may agree one surveyor, where both are willing. Or each may appoint their own. A third surveyor is selected in some two-surveyor matters. That selection is made by the appointed surveyors, not by a marketing page.
The building owner’s project may still proceed once the statutory process is properly in hand. Dissent is not, by itself, an order that tools must be downed. Nor is it a guarantee that work will carry on.
